Abstract

Environmental standards, in the context of international trade issues, raise important questions. How do environmental policies, standards and regulations affect market access and competitiveness? How can countries pursue environmental policies appropriate to their circumstances within an international trading system? What relationship should there be between the trade measures used in multilateral environmental agreements and the rules of the international trading system?
