Abstract

The purpose of Chapter 2 is to examine the varying amount of convergence which has taken place amongst EU members since the inception of the ERM in 1979, and to differentiate between members’ performances in order to determine whether it is fair to state that Europe is truly multispeed. The chapter does not attempt to explain convergence as a by-product of ERM membership or credibility; it merely attempts to examine the current state of the members, to indicate the amount of adjustment left to do, and to cluster the members into the core, median and peripheral groups discussed in the Introduction to the book.
