Abstract

Saudi Arabia’s progress towards development, and the financial structure employed to fund that progress, has created a unique economic system with many distinctive opportunities and problems. Unlike most developing economies in the last two decades, the Kingdom has vast financial resources but only modest human resources. This situation has created great pressure to import professional services, especially in the economy’s financial sector where 81 per cent of personnel are foreign.2
