Abstract

In this chapter, the issues dealt with are the housing market and the exclusion of low-income households from it. The first question in this chapter is whether the housing market is any different from any other commodity market in a mixed economy in which invisible hands principally rule the market. In other words, are the housing problems of low-income households simply a symptom of low incomes? Or do they have special features not present in other markets?
