Abstract

For free competition to exist throughout the European Union, it is essential that national frontiers should not act as barriers to the movement of goods and services, or of individuals. In order to bring this about, transport facilities — together with their associated taxes and regulations, such as those relating to safety and the environment — need to be so managed as not to hinder intra-Union trade.
