Abstract

The strategy for poverty-alleviation recommended in this volume has distinct implications for administrative organisation. First, within the strategy, responsibility for policy guidance, monitoring of progress and evaluation is assigned to the central government. Second, local government is given wide authority to select projects and programmes which address local conditions and then is held to be responsible for implementation. Third, participation by interest groups, non-governmental organisations and the community at large is encouraged both at the national policy level and at the level of local implementation. Let us consider each of these aspects of the strategy in turn.
