Abstract

The public in all industrial countries is concerned about social security, notwithstanding the assurances of professionals that it is now on a sound basis. As in any Pontzi or chain letter or transfer scheme the benefits come most strongly to those present at the initiation of the scheme, and are less and less as time goes on, a difficulty mostly arising from the fact that nothing can increase forever. I have elsewhere presented some theory on transfer schemes1 and will not repeat it here.
