Abstract

Any society is held together by rules of behaviour, and will seek to uphold those rules by sanctions when they are flouted by a member. The day when the society that is the international community is able to compel members’ compliance with its rules seems still far distant. In the international community today no grouping of nations or international organizations, be it general or regional, can be sure that it will be able to employ sanctions effectively. On the other hand, no country can merely do nothing if it is the target of what it considers an unlawful, rule-breaking act on the part of a state or states. It will try to impose sanctions, and if it cannot muster collective support for such action, may still do so unilaterally. Inevitably, too, states, individually or collectively, have to accept the consequences of imposing sanctions on ‘wrong-doers’.
