Devolution of transport policy in Europe

Abstract

Devolution of authority from central to decentralised levels seems to have become a widespread phenomenon in many countries. Related policy options such as deregulation, privatisation or public-private partnerships have gained much popularity, sometimes uncritically, especially in those countries where a return to sound market principles was regarded as an effective attack on bureaucratic inefficiencies inherent to a social welfare state.
