Abstract

In the pre-independence era the commercial banks and a few big commercial houses constituted the foreign exchange market. It was generally free of government interventions and it closely followed movements on the foreign exchange market in London. Its controls, which were operated at the Ministry of Finance, applied only to trade relations with countries outside the Sterling Area.1
