The Need for and Means of Balance of Payments Adjustment

Abstract

There are two basic policy problems associated with the balance of payments. The first is to determine the circumstances under which policy action (as opposed to inaction) is needed. The second is to determine what form this action should take. Related to both these questions is the further one of how balance of payments difficulties arise in the first place.
