Industrial and Competition Policies: a New Look

Abstract

At the end of 1980 Mr. Roy Jenkins, the outgoing President of the Commission, told the world that the EC was ‘an agricultural Community with political trimmings’.1 Such candour is rarely heard from politicians or highly-placed Eurocrats, but Mr. Jenkins spoke the esential truth about the Community, as it now stands, even if some qualification is called for — see chapters 1 and 2. The dominance of the agricultural sector in a self-styled European ‘economic community’ would seem on the surface to be more appropriate for Western Europe in the mid-eighteenth century rather than at the end of the twentieth century. The hegemony of agriculture in the EC inevitably raises the question as to why, given that its contribution to Community i.e. GNP is only one-fifth that of industry, the industrial interests of the member states have apparently received so little attention both in terms of the Community’s budgets and in terms of policy development. The answers to this question belong rather more to the realms of political science and law than to economics.
