Abstract

As social values change, the state must modify and update the regulatory framework. But how appropriate are traditional instruments such as taxes and laws, considering the speed of environmental destruction and the growing environmental awareness of businesspersons and the public? Do environmental regulatory policies misjudge the needs of consumers and fail to take into account the abilities of industry? What alternative, market-oriented concepts are available?
