Abstract

Since the early 1990s, Italy has been experiencing a period of intensive administrative reforms. Though a number of aspects remain uncertain, the newly constructed system is characterized by five fundamental pillars: reform of structures, including ministries, public bodies and corporations, and other branches of public administration; reform of administrative procedures, with a case-by-case review to determine whether the present model is still valid and capable of meeting the objectives set; reform of administrative controls, focusing on efficiency and quality in terms of results of administrative activity, rather than on its conformity to rules; reform of the budget structure of the different branches of public administration; reform of public employment and, within this context, the public management corps.
