Abstract

The provision of essential public services is an important element in an overall strategy designed to enable everyone to meet their basic needs, enjoy a minimum standard of living, and possess the health, nutrition and education necessary to lead a full and productive life. Experience has shown that even in countries with a low level of per capita income it is possible to provide public services to all the people of a standard sufficiently high to make a significant impact on the quality of their lives.
