The Marshall Plan and US Embargo Policy, 1947–53

Abstract

In the years 1947–53, a system of peacetime export controls against the Soviet bloc was introduced in the United States. In order to prevent the leakage of US exports to the Soviet bloc via Western Europe (notably through West Berlin), the system was extended beyond the territorial jurisdiction of the USA. This chapter examines the elaboration of the post-World-War-II system of US export controls, with a focus on the element of extraterritoriality in this policy. It will show the close link that existed between US export control policy towards the Sino-Soviet bloc and Congressional approval of Marshall Plan aid to Western Europe in 1947–53.
