EC-ASEAN Trade and Industrial Co-operation: The Pros and Cons

Abstract

1 My aim is to draw attention to the difficulties in increasing trade relations between the European Community countries and those of the South-East Asian area. It is easy in circumstances like this to get carried away with declarations of principle, invoking the great advantages which free trade brings to everyone. But we know that the reality is often more complex than the theories and that the options of principle have to contend with the interests of enterprises and states. This is why I am convinced that instead of imagining bold designs, destined to remain on paper, it is perhaps preferable to rely on the policy of small steps, and circumscribe the debate to what actually can be done at this stage. In the light of these considerations, which take into account the interests of Italian industry and its economy, I will analyse the obstacles to the expansion of trade between the two areas and I will make some brief reflections on the policies to adopt in order to start overcoming them.
