Abstract

There is nothing new about the concept of collaboration on weapons systems procurement between West European firms or between West Europeans and Americans. The benefits of scale in research and development and in production have been spoken about at great length, particularly since the Second World War. But despite the fact that Franco-German and Anglo-French collaboration started in the late 1940s, such projects have germinated in a rather ad hoc way. Moreover, the factors which have influenced both governments and industry have varied, as the case-studies in the previous chapter show, underlining the lack of coherence in European defence procurement. The facts speak for themselves: joint development and production account for only about 25 per cent of Western Europe’s total procurement.
