Abstract

Indeed, it is a widely held view in Japan and Western Europe that the 1980s will be a difficult decade of major structural adjustment, with extraordinarily high levels of unemployment to be expected. This transformation will be, in their eyes, driven by the emergence of new competitors from the developing world, by the emergence of Japan as a major competitor in the frontiers of technology, and by technology itself. These governments therefore feel that they must guide the inevitable structural transformation, and mitigate its potential for social and economic disruption to jobs, key sectors and key regions. (Malmgren, 1983, p. 200).
