Abstract

In the effort to make employment policy a reality two instruments are used: the planning and the regulation of employment. The purpose of planning is to set aims within the bounds of employment policy, whereas the purpose of regulation is to ensure that the plans will be achieved by using also other methods than planning. The examination starts with planning on the macroeconomic level; planning for and in the microsphere is discussed in the framework of employment regulation.
