Causes of Overemployment and Labour Shortages

Abstract

From reports on employment coming from East European countries it is clear that full employment, overemployment, labour hoarding, low labour discipline and labour shortages all coexist in these countries. The emergence of labour shortages has not eliminated the other three negative phenomena; on the contrary it contributes to their spread in a sense. In this chapter the causes of these phenomena are analysed. First most of the terms must be explained in order to avoid misunderstanding.
