Scientific and Technological Cooperation between a Small Capitalist Country and a Big Socialist Country

Abstract

It is a fact acknowledged in capitalist as well as socialist countries that progress in science and technology underlies progress in production and in societal development at large. It is also evident that no single country today, not even a superpower, can ensure the necessary level of scientific and technological progress in all sectors simultaneously. National priorities for domestic research and development must be established and broad application of science and technology from other countries through cooperation has to be included in the national technological strategy. Altogether, scientific and technological cooperation has become an important part of the web of relationships between countries.
