Abstract

Preceding chapters looked at FNE as a whole relative to other major items and trends. The analysis is now carried into the interior of FNE, so far as the available data permit. Unfortunately, for no single year is there anything even remotely resembling a complete breakdown of this vitally important segment of budgetary spending. In principle, the clause might be split up in two ways: horizontally between investment and non-investment, and vertically among industry, agriculture, or other branches of the economy. But not a single year exhibits both breakdowns. Despite this lacuna in the sub-division of FNE, a great deal can still be accomplished, and will shed light on the behaviour of the budget and of the economy generally.
