Abstract

When assessing the degree of success, or of failure, of the Soviet budget it is important to distinguish between what might be called the achievements of the budget proper (or its failures), on the one hand, and those of the entire society and politico-economic system on the other. An economic evaluation of Soviet socialism is not the objective of this book. The consensus view among Sovietologists is that the USSR has enormously increased her military and industrial strength, and also has raised living standards very substantially but not as sharply as her military and industrial strength. What fraction of these achievements may rightly be attributed to the budget?
