Abstract

Although by 1974 the OPEC Governments had taken over the effective levers of power in the upstream segment of the oil industry, there was still some time to go before the exercise of this power would translate itself into direct operational involvement at all levels — and then there were wide differences in the takeover experiences of the various individual OPEC Governments. For the time being most of the OPEC Countries continued to channel the bulk of their crude oil exports via the major international companies. But, particularly in the wake of the price increases of October 1973 and January 1974, one question loomed very large: what sort of a profit margin should be left for the concessionaire companies which still retained equity holdings in the OPEC producing countries? This was a problem which it took the whole of the year 1974 to solve.
