Distributive Regimes under Public Enterprise: a Case Study of the Bangladesh Experience

Abstract

Whilst much attention has been paid to the development of public enterprise (PE) there has been less discussion on the use of public enterprise as a distributive mechanism. This perhaps stems from the somewhat axiomatic assumption that the extension of public enterprise is itself an expression of the redistributive intentions of a regime. This chapter attempts to focus discussion on the assumptions behind the use of the PE instrument and to see how it has been or could be used for distributive purposes.
