Abstract

The preceding investigation points up the timeliness and importance of the question of the development of foreign trade. By posing it we have been able to shed some light on the tasks and functions of foreign trade management and to define the driving forces behind its development. Obviously much remains unresolved. Still, we can say that we have taken one major step: we have described the administration of foreign trade and have delimited the problems with which it must cope. The problem now is to unveil how, and along what basic lines, that administration can be improved — that is, the forms and methods of organizing labor. This is a unique “social imperative” determined by peculiarities and practical requirements of developing foreign trade.
