On Auditing Bilateral Development Aid: the Case of Germany

Abstract

Since the end of the nineteenth century, the transfer of resources has increasingly moved from the margins of state activities towards the center. This has created new and unfamiliar problems not only for state administration but also for state auditing. When the transferred resources cross national boundaries, as in the case of development aid to other countries, these problems are greatly magnified.
