Abstract

As indicated in the preceding discussion, theoretical models of the development process often assign a key role to various aspects of commercial trade policy. Aside from maintenance of a steady growth in exports, with accompanying increases in foreign exchange earnings, recent thinking has also emphasised the need for developing countries to reduce their dependence on traditional primary product exports. Factors cited for this proposed shift are a deterioration in the terms of trade for commodities relative to manufactures, as well as the instability of primary product prices and resulting uncertainty for development planning and finance.1 In addition, a transfer of the processing function to the LDCs should provide an efficient method for absorbing some of the surplus labour existing in these countries.
