Organisation of the Economy

Abstract

The organisation of the national economy of Kuwait may be examined from several aspects. An overview of the existing structure of its institutions will tell much; an examination of the national accounts, with the division of the national product, either by source or by end use, or an analysis of the labour market and the distribution of labour between the public and private sector will tell more. However, without understanding the basic philosophy underlying the state’s activity which has brought these structures into being, such analysis would be essentially sterile and it would not be possible either to explain the evolution of its existing structure or to make any meaningful criticism of its performance. In one sense, an organisation is a manifestation of a strategy, no matter how it has evolved, and that strategy is a series of policy measures designed to attain certain goals which, in turn, are derived from the underlying philosophy of the state. Without knowledge of this, and the goals or aspirations which it implies, no measure of performance is possible.
