Abstract

The Labour Party’s victory in the election of 1945 made it inevitable that the public supply of electricity in Britain would be nationalised.1 Clement Attlee, the Prime Minister, and Herbert Morrison, who took charge of the nationalisation programme, had in their earlier political careers served on municipal electricity committees, and had long been personally committed to extending public ownership in the industry. The programme to nationalise electricity, though not an immediate priority like coal, was an essential part of Labour’s strategy, in their first term with a parliamentary majority, of fundamentally changing the balance of capital ownership by an extensive programme of nationalisation. When their intention to nationalise electricity supply was confirmed in 1946, therefore, it was in this light that it was presented, particularly to the Party faithful.
