Abstract

When Stephen (later Sir Stephen) Brown became president of the Federation in February 1964, he had a five-point programme of fundamental change worked out in his mind. It was based partly on trends already discernible, partly on discussions with other office-bearers during the preceding years, partly on his own vision of a future Federation with a new purpose and a new image. He wanted to see it try to anticipate and mould events instead of merely reacting to them. He wanted to see it contribute by the form of its agreements and by the development of its services to an improvement in the efficiency and productivity of the industry. He wanted it to be less a combative organisation, more a constructive one.
