Abstract

If the ILO had concentrated on the protection of workers in Europe during the first fifteen years of its history, the reason was simply that in the absence of the United States and the Soviet Union, Europe was still the centre of international political and economic life. The Depression and the dictators, however, combined to show up the limitations in the ILO’s ability to carry out its social mission on the Continent, and the ILO’s situation might have become very precarious had not opportunities presented themselves for the Organisation not only to make its presence felt directly overseas, but also to expand the range of its activities. If the thirties marked the decline of the ILO in Europe, and on the ILO’s concentration on international labour legislation, this was balanced by the beginning of the trend towards the universality in activities as well as membership enjoyed today.
