Abstract

An intensely troubling global phenomenon is that while demand for low-skilled personnel exceeds the available supply, this demand for low-skill personnel cannot absorb the surplus working population (McKinsey Global Institute 2012). The situation in Greece exemplifies this problem, since Greece has the highest percentage of overqualified personnel (26%) among the countries of the European Union (EU). This fact combined with the consequences of the global financial crisis has led to skyrocketing unemployment levels globally, as well as in Greece.
