Abstract

Value chain approaches to development have become increasingly popular with nongovernmental organizations (NGOs), donors, companies, foundations, and multilateral organizations. This popularity has been driven by a continuing search for impact, sustainability, and scale in efforts to allow smallholder farmers to work their way out of poverty. Functioning markets have been a central factor in allowing the majority of the world’s people to improve their health, education, and material standards of living over the last several generations. In spite of this dramatic overall improvement, however, perhaps a billion of the world’s poorest people have been left out of opportunities to increase their agricultural productivity and access markets. Most of these people live in rural areas in South Asia and Africa, and more than half of the poorest billion are smallholder farmers who earn some kind of income from keeping livestock. Especially in rural areas, women face additional social barriers to earning incomes and are often the poorest of the poor.
