Abstract

The EPA is not a panacea for the economic development of CARIFORUM, but it is a definite and potentially fecund opportunity that if properly and fully utilized can contribute to the development of the region. The EPA is not some “deus ex machina” but can complement national and regional strategies of economic development. The EPA is not going to foist an external development strategy on CARIFORUM, although this may well have been the objective of the EU when it began the negotiations. In the negotiations, CARIFORUM was able to ensure that the EPA does not preempt the economic development strategies of the region, its member states, or the CSME. This objective is reflected in the development space provided in the EPA, but because there is no agreed definition of the concept of development space, beauty is in the eye of the beholder; the extent of development space is a matter of judgment and therefore open to different interpretations.1 The necessity to preserve maximum development space was constantly in the minds of the negotiators and government officials throughout the negotiators.
