Abstract

Imani’s troubles reflect his country’s troubles. He lives in an area far from the seat of government—and well beyond the reach of the state’s limited implementation capacity. Government in Bisie barely exists, and what does exist is completely subservient to private interests. There is no rule of law. Power is in the hands of whoever has the deadliest weapons or the largest militia. Anyone trying to earn an honest living is exploited and terrorized.
