Ex-Ante Evaluation of Public Policies: Unintended Results of Broadband Development

Abstract

There are many reasons why supporting policy choice and design with ex-ante evaluation is a tough job, but two issues are often considered insurmountable. First, what-if analyses are required even if there is a complete lack of experiential, experimental and counterfactual evidence. Second, ex-ante evaluation is particularly important when general knowledge lacks the policy to implement, that is to say when public policies deal with issues that have recently emerged.
