Non-Reciprocal Arrangements with Industrial Countries

Abstract

During the 1960s and 1970s developing countries pleaded strongly in favour of non-reciprocal trading arrangements with the industrial countries. Such arrangements were seen as a way to increase their exports and thus stimulate economic growth. It can be argued that the initial lukewarm response of many industrial countries strengthened the case for inward-looking strategies among developing countries. In fact, as argued in Chapter 3, the inward-looking strategy remained dominant well into the 1980s.
