Europe’s Unemployment Crisis

Abstract

Unemployment in the European Union averaged 9.4 per cent in May 1999 compared to 4.2 per cent in the United States and 4.7 per cent in Japan. It was 16.2 per cent in Spain, 12.0 per cent in Italy, 11.2 per cent in France and 10.5 per cent in Finland, and it exceeded 8 per cent in Belgium and Germany, which was far higher than in the United States and Japan. Why do most EU economies now have much higher unemployment than the United States and Japan?
