Abstract

A Yugoslav from Montenegro once taught an African from Mombasa, Kenya, at Oxford University. Among the lessons which the professor from Montenegro taught the young African was a simple proposition: THE SINS OF THE POWERFUL ACQUIRE SOME OF THE PRESTIGE OF POWER.
