Abstract

There is by now a vast literature on social security reform throughout the world.1 This chapter does not seek to repeat (or worse, repeat and add to) the long list of universal lessons repeatedly prescribed. Nor do we close by presenting and taking sides in the passionate and often entertaining debate over the merits of traditional PAYGO, unfunded public systems (with the extent of the NDC component also a matter of debate) versus fully funded, defined contribution systems versus alternative constructs such as the Kotlikoff-Sachs Personal Security System (Kotlikoff, 1999).
