Abstract

Private sector investment flows in the 1990s amounted to a third of the investment needs of the Latin American region.2 Contrary to the hopes of many reformers, the private sector did not become the major financier of the sector or replace the rapidly falling public investment in infrastructure, although there was rarely a call for private sector participation in projects in Latin America that went unanswered.
