Abstract

Ballplayer Satchel Paige said, “Don’t look back — somebody might be gaining on you.” The 4th International Conference on Technology Policy & Innovation in Curitiba, Brazil (August, 2000), suggested the opposite: We Portlanders had better look back — to remind ourselves that others are gaining on us.
