Abstract

From the outset, the process of European integration has sought to eliminate all barriers to the free movement of workers. The Treaty of Rome, in article 48 and subsequent articles, establishes the freedom of movement for workers in what was then the European Economic Community, and it abolishes discrimination within the Community, based on their nationality, as regards access to employment, remuneration and work conditions. In practice, however, limitations still exist on the full exercise of this principle. Indeed, this is possibly one aspect of the European integration process in which least progress has been made.
