Abstract

On the one hand, there are those that believe government is the problem and have never met a tax cut they did not like. If the economy is thriving, it is time to cut taxes, and if the economy is tanking, it is imperative that we cut taxes, immediately. On the other hand, there are those that believe government is the solution and it is always a good time to increase taxes for the wealthy. Presumably, these two sets of views cannot simultaneously be correct, and it is likely that neither approach is ever wholly correct.
