Humanitarian Funding and Needs Assessment

Abstract

Humanitarian action is intended to prevent death and suffering. One of the most fundamental principles of such action is that it should be proportionate to humanitarian need. This principle is enshrined in documents such as the Code of Conduct for humanitarian action, which states that assistance should be on the basis of need alone, neutral, impartial, and independent, and not be influenced by race, creed, or any other factor. These core concepts form the basis of the Good Humanitarian Donorship Principles, as agreed to in 2003.
