Abstract

Japan presents itself today as a centrally governed state. The current constitution (nihon koku kempo), which became the basis for the creation of a democratic society, was written with the assistance of the victorious Americans and replaced the 1889 Meiji constitution, coming into force in May 1947. After the war, the Emperor foreswore his godlike status, but he is still considered the highest symbol of the state (Schwalbe 1989).
