Abstract

The 2001 report of the Commission on Macroeconomics and Health (CMH) urged a heightened partnership between the world’s low- and middle-income countries and the high-income countries to scale up access of the world’s poor to essential health services (World Health Organization 2001). Its recommendations were directed to a variety of stakeholders, including developing countries, donors, the pharmaceutical industry and the international financial institutions. The responsibility for meeting the health-related MDGs to reduce poverty was thus placed squarely on both developing countries and their partners.1
