Abstract

One of the more important themes to have emerged in economic policy discussions over the past decade or so is what effect the increased exposure of economies to international trade has had on labour markets and labour market outcomes. Globalization is the term that has emerged to capture the rapid increase in international trade and capital flows that has occurred in the second half of the twentieth century and particularly during and after the 1970s (see Slaughter and Swagel, 1997, table 1 and chart 1).1
